💎 Poland unveils a bold €920M initiative to support over 250 innovative companies through venture capital and private equity funds

In a major move to reshape the investment landscape in Central and Eastern Europe, Innovate Poland (Inwestuj w Innowacje) has officially launched, mobilizing a remarkable €920 million (PLN 4 billion) in its first phase. Spearheaded by the Polish Development Fund (PFR) and the European Investment Fund (EIF), and supported by partners including BGK, PZU, and the Ministry of Development Funds and Regional Policy, the initiative aims to supercharge Poland’s innovation economy through a scalable, market-based investment strategy.

A Strategic Shift Inspired by France’s Tibi Plan

Innovate Poland draws inspiration from France’s acclaimed Tibi Plan, which successfully catalyzed private capital toward tech investments. Similar in structure, Poland’s model uses a Fund-of-Funds approach, co-managed by PFR Ventures and EIF, to invest in venture capital, growth capital, and private equity funds that back Polish startups and scale-ups. The program’s core philosophy emphasizes long-term, market-oriented investments with institutional credibility and private co-investment discipline.

The structure is designed to reduce Poland’s dependence on grant-based R&D models by creating lasting financial frameworks that can withstand political cycles. With reinvestment mechanisms embedded, returns from the initial investments will feed back into the system, generating a self-sustaining capital loop.

Introducing the “Innovate PL FoF Accreditation”

To build trust and ensure fund quality, the program introduces the Innovate PL FoF Accreditation—a voluntary certification for funds that meet rigorous standards in transparency, governance, team experience, and impact. This badge aims to attract pension funds, insurers, and banks that traditionally shy away from VC and tech due to perceived risk. It also provides LPs a reliable benchmark for fund selection, supporting capital inflows from both domestic and international institutional investors.

Early Private Partners Join In

PZU, Poland’s largest insurer, is the first commercial entity to commit capital. “This is not charity—it’s good business,” stated PZU’s leadership, emphasizing the commercial logic behind investing in future Polish champions. The inclusion of such private giants lends credibility and de-risks the entry of other private and foreign investors, helping transform Poland into a regional leader in tech finance.

Why This Matters for Poland

Poland has long been seen as a talent-rich but capital-poor ecosystem. While Polish startups excel in global hackathons, deeptech, AI, and gaming, they often struggle to find local late-stage funding, leading to brain drain and capital flight. Innovate Poland addresses this gap head-on by anchoring both early and late-stage capital in Poland.

The program also reinforces sovereign tech resilience, a priority following geopolitical shifts and rising interest in onshoring critical technologies. With the EU calling for stronger regional tech ecosystems, Poland’s approach could serve as a template for other emerging innovation hubs.

What’s Next?

More partners are expected to join in Q1 and Q2 of 2026, with the fund expected to double its capital base. Meanwhile, first fund investments will be announced soon, targeting sectors such as AI, climate tech, biotech, quantum technologies, and advanced manufacturing.

Innovate Poland represents a coming-of-age moment for the Polish startup and investment ecosystem—merging state support with private ambition, and rewriting the playbook for how nations can seed long-term innovation.
